Jennifer A. Manner is the Senior Advisor for Space and Satellite Policy at the U.S. National Telecommunications and Information Administration (NTIA), advising on spectrum management issues related to space and satellite communications. Prior to NTIA, she was Senior Vice President of Regulatory Affairs at EchoStar Corporation and held senior roles at the FCC, MCI/WorldCom, and Skyterra. Jennifer has led several industry and government organizations, including the Global Satellite Operators Association and the Satellite Industry Association, and served as Chair of the Commerce Spectrum Management Advisory Committee. She has also been a professor of law at Georgetown University Law School, teaching international telecommunications law, and continues to teach at Carnegie Mellon and UC Boulder. An accomplished author, her works include "Spectrum Wars: The Rise of 5G and Beyond" and the upcoming "Spectrum Wars: A New Hope for Connectivity." She is also a filmmaker, with her latest film, "When Wire Was King: The Transformation of Telecommunications," available on PBS and streaming platforms. Jennifer holds a B.A. from SUNY Albany, a J.D. cum laude from New York Law School, and an LL.M. with honors from Georgetown University Law School.
